About this lecture:
This lecture will explore: 

• Introduction: the current situation. Some good news from Strasbourg. 
• Is there a need to reform? Evaluation of the contribution of the 14th Protocol to the ECHR. Amelioration of working methods. Filtering. The notion of 'well-established case-law'. Perspectives under the current system. 
• What kind of reform? Proposals of the British authorities. Other proposals. Advisory opinions or 'preliminary rulings'? Individual or 'constitutional' justice? 
• The subsidiarity principle. States have the primary responsibility for the application of the ECHR. The role of the Court as the guarantor of the Convention system. The notion of 'shared responsibilities'. The ECHR as a living instrument. 
• Some tentative conclusions

About the speaker: 
Judge Sicilianos has been a Judge at the European Court of Human Rights since May 2011. He has a Law degree, University of Athens, 1983, a Masters degree in International Law, University Robert Schuman of Strasbourg, 1984, a Doctorate of Law, University Robert Schuman of Strasbourg, 1990. He was a lawyer before the Supreme Civil and Criminal Court and the Supreme Administrative Court (on leave), and has been a Professor, Faculty of Law, University of Athens, a Member (1997-2009) and Chairman (2003-2004) of the Committee of experts of the Council of Europe for the Improvement of Procedures for the Protection of Human Rights (DH-PR); a Member (2002-2009), Vice-Chairman (2004-2005) and Rapporteur (2008-2009) of the United Nations Committee on the Elimination of Racial Discrimination (CERD); a Member since 2000, then Vice-Chairman of the Greek National Commission for Human Rights, 2006-2011; a Member of the European Union Network of independent experts in the field of fundamental rights, 2002-2006; a Member of the Management Board since 2007 and member of the Executive Board of the Fundamental Rights Agency of the European Union, 2009-2011; a Member of the Curatorium of the Hague Academy of International Law, since 2010; a Member of the Scientific Board of the Revue trimestrielle des droits de l’homme and of the European Journal of International Law; a Member of the Administrative Board of the European Society of International Law.
